Silence Scanner

A signal detection method that identifies what institutional actors are NOT saying — using absence of expected communications as a leading indicator of undisclosed risk.

Definition
Traditional intelligence monitors signals — what is published, communicated, or reported. The Silence Scanner inverts this: it monitors the absence of expected signals. When a central bank that normally comments on currency volatility goes silent, when a rating agency delays a scheduled review, when a finance minister cancels investor meetings — these silences are statistically significant. The Silence Scanner uses a baseline model of "expected communication frequency" for each monitored actor and flags deviations of more than 2 standard deviations as silence events. Historically, central bank communications silences have preceded interventions by an average of 4–8 days.

Silence events are displayed in the Live Intelligence Feed and can be set as alerts for Pro subscribers. The Silence Scanner is particularly effective for monitoring CEE central banks (NBR, MNB, NBP) and regulatory bodies where communication patterns are highly regular. A silence event combined with elevated SIGMA is a high-conviction early warning signal.
